23.01.2010Service “My new number” launched by TT-mobile basing on PROTEI platform
New service based on PROTEI platform has been launched by TT-mobile - one of leading Tajik mobile operators (MLT brand). New platform implements Comfortable Jump service intended to help subscriber who has changed his mobile number or even mobile Operator (had come to TT-mobile network) to inform friends and colleagues about his new number.
Comfortable jump system makes migration process more convenient and painless. Subscribers may change not only tariff plans but even mobile operators without doubt that his/her friends lost their contacts.
When someone tries to reach old number the system informs him that number of called subscriber had been changed. New number of called subscriber may be either sent to calling subscriber via SMS (if service supported by originate network) or played via IVR. To inform called subscriber about missed calls had been addressed to his old number Comfortable jump system provides SMS notification to the called party.
Comfortable jump is a very cost-effective for subscribers as they need to pay small subscriber fee for this service only and keep old subscription during “migration” period. All calls addressed to old number are free for callers. Notification will not be sent if old SIM-card has negative or zero balance. It is possible to assign up to 3 old numbers to one new number. Service is delivered by subscription, subscriber fee is charged from their mobile accounts.
TT-mobile is the first GSM-operator in Tajikistan. Traditionally TT-mobile pays attention to its service portfolio and offers to subscribers the most convenient and contemporary services. PROTEI and TT-mobile successful co-operation is continuing 8 years. During this period a lot of common project was successfully implemented, more than 10 platforms had been successfully launched including such key network elements as SCP and SMSC.
13.01.2010Umniah informs about missing calls using PROTEI solution
PROTEI Missed Call Notification System had been deployed by Jordan GSM operator Umniah. Basing on this system two services had been launched for Umniah’s subscribers. First one is traditional “Missed Call Notification” and second one is an expansion of this service named “Notification on Reachability”.
PROTEI Missed Call Notification System chosen by Umniah is one of well-known PROTEI products. During last several years more than 10 installations had been done. Several branches of Megafon in Russia, and number of operators in Central Asia are successfully maintaining this PROTEI solution. To adopt the solution for local market specific few important modifications of service delivery algorithm have been done. E.g. for subscribers who would like to use this service without paying any subscriber fee special algorithm was implemented.
Subscriber can choose special service option and system will send him messages that will not contain missed call numbers but only missed call notification. To retrieve information about callers who had tried to reach him the subscriber has to reply such message. System processes this reply and sends to the subscriber SMS containing list of numbers missed calls had been made from. These MT messages containing number lists are charged on-line. “By subscription” service delivery algorithm is traditional.
“Notification on Reachability” sub-service (notification of the caller about called party re-appearance in the network) becomes a new service available for all Umniah subscribers. Within the framework of this project implementation PROTEI specialists have performed integration of the Missed Call Notification system with Umniah Prepaid-platform for real-time SMS charging; and with Umniah IT-environment for service provisioning.
This project has successfully confirmed high level of PROTEI products and their readiness for different international markets.
24.11.2009New projects in Azerbaijan
PROTEI together with ABC-Content (its local partner in Azerbaijan) have launched VAS platform that allows to deliver wide range of voice services to subscribers of leading Azerbaijan mobile operator Azercell Telekom.
Basing on this platform two services had been launched: Voice SMS service (“Danisan Mesaj”) and mass outbound notification service.
PROTEI Voice SMS system is a carrier class asynchronous Short Voice Messaging Service that works across operators and networks. This is a talk and listen messaging alternative to the 'type and read' text messaging service provided by SMS. For many Operators and particularly in more rural and suburban areas, less than 30% of the mobile population use SMS regularly. The rest of the population need simple and convenient alternative to text based messaging. Subscribers are ready to pay for voice. Azercell subscribers can use this new service in the country and abroad. To send Voice SMS subscriber has to dial recipient’s number with special prefix (e.g.”*”). Such calls will be routed to the Voice SMS platform and sender will leave a message after the greeting. After message recording system will call recipient and play him this message. In case of recipient unavailability system will make several call attempts after that will send an SMS to the recipient informing him about new message deposited for him by the sender. Simple user interface without any complicated navigation requires minimal user experience. Message recipient can manage language of system prompts/announcement he will hear when accessing the system, store messages in separate folder etc.
Store and forward voice applications complements and enhances the revenue generation capacity of the investment already made in network resources such as voice circuits, SMS-centers and prepaid/billing systems. Voice SMS technology provides the ability to interconnect between operators that allows easily increasing of service penetration across operators and countries. “Per message” billing like SMS leads to simplicity and faster adoption. Service doesn’t require any handset upgrade that allows covering the entire subscriber base. Service works across all networks like 2G, CDMA and 3G that makes him even more universal than standard SMS.
Mass outbound voice notification service is also implemented basing on this platform. Using this service mobile operator is able to make mass informing of subscribers about various events, both common and personalized. Subscribers can be informed about launching of new services, marketing actions, necessity to recharge mobile account and even congratulated on their birthday.
PROTEI and ABC-Content are about to enhance co-operation and implement new prospective and revenue-generating services for Azercell Telecom.
25.06.2009Emergency services call centre, Uzbekistan
PROTEI has completed work on a ground-up modernization of the Tashkent emergency services call centre under contract from Uzbektelecom, the largest operator in Uzbekistan, whose network covers the entire country.
The tender for the project was awarded to PROTEI in 2006 in the face of stiff competition. The St. Petersburg developer’s solution was chosen as the best in terms of architecture and functionality.
The new ECC (Emergency Call Centre) includes a transit switch, call centre and intelligent platform. The solution is constructed entirely using NGN architecture, which allows effective interworking with both “traditional” and contemporary NGN segments of the network. It also ensures the required scalability and flexible adaptation to new requirements for functionality and capacity.
One of the key elements of the solution is the PROTEI Intelligent Platform, on which a considerable number of contemporary intelligent services are already deployed, with more planned for the near future: televoting, IVR, calling card, Premium Rate, Free Phone, Virtual Office and several others.
The last three services allow corporate clients to provide a wide range of information services using a single, easy-to-remember, “virtual” number obtained from the Tashkent telephone authorities. There is no limit to the services that could be offered in this way – consultation (legal, medical, etc.), introductions, deliveries with prepayment (delivery of goods, taxi, internet services), hotline and many more.
The service user needs only to advertise a single number and has at his disposal the equivalent of an office PBX or Call Centre, which enables the number of calls served and the quality of service to be significantly increased. Depending on various conditions and parameters, a call to that number can be redirected to any of the numbers that the client assigned to the virtual number.
The client does not even need to install any additional equipment and calls to the virtual number can be received by subscribers of different networks.
Payment for the call can be taken from the company to which the call is directed (Free Phone) or from the calling party (Premium Rate).
As part of the same project, PROTEI specialists also deployed a new call centre to which the Tashkent 09 enquiries service has already been ported along with the central automated repairs bureau. The call centre is for automating the processes involved in receiving and processing calls about line faults, identifying the faulty section, assigning work orders and monitoring their execution.
The project is not the first for PROTEI in Uzbekistan, but without a doubt the largest carried out in the Republic. A range of PROTEI solutions have already been deployed successfully in Unitel and Flash Phone. PROTEI and Uzbektelecom plan to expand their partnership in future in order to increase NGN coverage to new regions of Uzbekistan.
21.05.2009PROTEI intelligent platform launched for Orange Business Services
Orange Business Services has acquired a PROTEI-based SCP platform that will
enable deployment of a wide range of intellectual network services.
The contract was awarded after a tender in which the PROTEI system was able to fulfil all requirements stipulated by Orange Business Services. Most importantly, the system was able to be integrated with the existing convergent infrastructure and billing system at Orange Business Services. Also of great importance was the ability to provide non-standard services, developed according to the customer's specifications.
Among the intelligent services that can now be delivered to subscribers are Free Phone 8-800-500, Premium Rate and calling card services.
Free Phone and Premium Rate Number services are perfect for providing access to information services, in this case with the capability for intelligent call distribution according to the caller's number, time of day and other criteria. This creates a solid platform for creating virtual call centres, support services and much more, all with convenient Web-based administration of user accounts.
The set of interfaces and protocols used (RADIUS, SS7, SIP and others) allowed the solution to be integrated quickly with infrastructure equipment from various vendors (switches, SSP nodes, softswitches) and with the Orange Business Services billing system.
With the PROTEI intelligent network node on board, Orange Business Services is now able to add new services quickly and easily and can also modify the platform architecture in step with developments in modern telecom network architecture.
28.02.2009RingBack in CDMA Ukraine
In spite of political differences and the economic climate of the past months, the telecoms world witnessed the forging of a new Russo-Ukrainian alliance. CDMA Ukraine launched the Private Ring Back Tone service, one of the most popular subscriber services, using the PROTEI platform. The service allows users to substitute the monotonous ringing tone that another subscriber hears when making a call to them with music or other recorded media.
The PROTEI Private Ring Back Tone platform that was used in the deployment has already proven itself many times as a flexible, powerful and easy-to-use system. Multimedia content and service management is to be handled by the Ukrainian service provider SKY, which specialises in the development and deployment of innovative VAS products for mobile operators.
CDMA Ukraine is growing quickly and in the last year it took the lead as the largest CDMA operator in the country. The labour intensive process of expanding network coverage leaves virtually no time for the task of developing new added services, which in today's market have a major influence on subscriber relations and play an important role in facilitating subscriber base growth.
Finding reliable partners to handle the project literally meant the operator was free to take care of other business. PROTEI Ltd. supplied its RBT platform, which is easily scalable to keep pace with the operator's ever-growing subscriber base and is easily integrated into any network, regardless of the type of equipment already installed in it. SKY, with many years of experience in deploying entertainment services, provided the multimedia content of popular jokes and music.

21.11.08PROTEI Ltd. in the Scientific and Technical Council
On the 14th and 21st of December, specialists from PROTEI Ltd. took part in the Scientific and Technical Council, organized by the Russian Ministry of Communications and Mass Media. The Council meeting was devoted to the developments of a legislative base for licensing virtual mobile network operators (MVNO).
With extensive experience of working with tier-1 GSM operators and a large amount of accumulated expert knowledge and information, PROTEI specialists were able to make a very active contribution to discussions and outline their vision of the way forward for MVNOs.
A new bill, "On the particularities of licensing activities for mobile telephony services", was drafted on the basis of the forum.
The passing of this bill is a milestone event in the Russian telecommunications market. When it comes into force, a new type of operator will come into existence in Russia - one which provides mobile telephony services without having its own frequency range. Such operators will rent airtime from existing mobile operators.

17.09.08PROTEI MVNO solutions in Africa
Yemba, a new virtual mobile network in Cameroon, rolled out in July with the PROTEI Intelligent Platform on board.
One of the key elements of the system, deployed on the Providence Technologique network, was the PROTEI Intelligent Platform.
The platform, which provides real time billing, was perfectly adapted to the African telecoms market. Its ease of use, reliability and support for flexible tariff schemes made it an ideal choice for Yemba, especially in combination with a range of added services typical of regional market players, such as airtime transfer (transfer of funds between subscriber accounts) and balance notification by SMS.
In addition to the prepaid services, Yemba plans to use the platform to provide content delivery services.
The platform architecture allows integration with conventional mobile networks as well as with NG networks (the system includes PROTEI mGate.ITG VoIP gateways).
Providence Technologique plans aggressive marketing of its mobile services under the Yemba brand, with a target of 2 million subscribers by 2010. Yemba is the first MVNO in Cameroon and the second in the whole of Africa. Services are delivered via the Camtel CDMA network.
PROTEI is one of Russia´s leading developers of telecommunications solutions for mobile and fixed networks. The Yemba system is PROTEI´s third project on the African continent - the first two were carried out in 2006 for content providers in Senegal and Mauritania.
15.02.08Eventis Moldova enters the GSM world with PROTEI VAS platforms
A new player has entered the global battle for mobile subscribers, charging into the fray with a careful choice of weapons. Moldovan company Eventis Telecom launched its new mobile network, Eventis Mobile, at the end of 2007 using VAS infrastructure provided by PROTEI, giving it every advantage it needs to gain that all-important first foothold.
PROTEI Ltd., a St. Petersburg based developer of solutions for mobile, fixed and NG networks, played an active role in the construction of Eventis Mobile´s network and provided a set of service platforms for the new operator.
PROTEI carried out installation, integration with the network infrastructure and billing system and subsequent launch of the SCP (CAMEL Gateway), SMS/USSD center, IVR-based self-service system, Voucher Management and Who Called systems.
Eventis Mobile is the third operator in Moldova, which has a fairly saturated market with a low concentration of high-return subscribers. This demanded a very careful and calculated approach to building the network and deploying additional services; the company needed economically effective solutions that could be launched immediately but that were also highly scalable to allow for future development without any major restructuring.
The solutions tendered by PROTEI Ltd. fitted Eventis Mobile´s requirements, while relevant experience undoubtedly also helped the decision-makers. The St. Petersburg developer has already kitted out several startup operators with VAS infrastructures and also has a broad history of working with network infrastructure and billing suppliers (Nokia Siemens Networks and Peter-Service), meaning that matters of integration posed no problems.
Even with the first stage completed, PROTEI´s work with Eventis Mobile is only just beginning. The new operator has a lot of development ahead; as its subscriber base grows and traffic increases, the range of added services will need to expand accordingly. PROTEI anticipates a long and rewarding partnership with Eventis, and looks forward to watching it grow from strength to strength.
12.09.07PROTEI solutions launched in Mauritania
PROTEI continues its successful expansion into the African telecommunication market, this time with a VAS platform for leading Mauritanian service provider Mauritania Telecom Solutions. The platform, based on the PROTEI IVR, Voting and Mobile Portal systems, was installed recently by PROTEI engineers.
Mauritania Telecom Solutions now uses the platform to deliver a wide range of services, including:
- Voting for national and Arabic TV channels;
- Polls with prizes;
- Quizzes;
- SMS and multimedia content;
- SMS information.
"The flexibility of the system makes it easy to adapt to customers´ needs, - said project manager Boudal Niang, - Technicians at Mauritana Telecom Solutions got the hang of the new platform in practically no time at all, virtually without any help from us".
The platform in Mauritania processes more than 80000 calls a day, serving both mobile and fixed-line subscribers.

24.04.07Macedonia welcomes PROTEI
In March 2007, PROTEI launched a Voice Services platform in Skopje for the local mobile operator COSMOFON, a subsidiary of the Greek telecoms holding Cosmote Group.
The COSMOFON network was launched in July 2003 and provides its services all over the country and today, it is the fastest growing network in the country. The company´s philosophy of continual development and expansion of market presence demands the constant introduction of new services and modernization of existing services.
In October 2006, COSMOFON put out a tender for a new voice services platform. With its broad potential for creating voice services, flexible configuration and effective remote monitoring, the PROTEI Voice Services platform fitted the bill perfectly.
Another deciding factor in the decision was PROTEI´s flexibility and readiness to adapt the platform to the exact requirements of the operator and to develop new, unique services exclusively for COSMOFON.
The platform is currently providing services such as multi-level IVR voice menu for providing information and for ordering services, Logic Line for creating virtual call centers, outgoing call generation, collect call, televoting and many more unique voice services.
Even during deployment and testing, it became clear that the new services would be popular across the country. Local television jumped at the call center service for use with reality shows - the major attraction being its ability to provide flexible schemes for processing calls coming in to the studio, allowing callers not only to have their say 'on air', but also to leave recorded messages in the system for later airing.
The project required close cooperation between PROTEI and COSMOFON, and both companies look forward to developing their partnership in the future. Success in the COSMOFON tender is yet another confident step into the European market and a clear demonstration of the technical excellence of PROTEI systems.
02.03.07PROTEI Roaming Gateway meets GSMA Open Connectivity Requirements
n-Tel Communications, an Associate member of GSM Association, has completed testing of a new hub-based roaming solution complying with principles of Open Connectivity. The testing based on the platform developed by PROTEI (Protei Roaming Gateway) has shown that the solution meets all requirements to Roaming Hub solutions declared by GSM Association.
The successful tests will allow the operators of all sizes to extend their roaming services, and mobile users will also benefit from multi-media services when roaming.
Roaming Hub on the base of PROTEI Roaming Gateway was developed in direct response to a specific need among the operators who face complexity and expense in establishing and maintaining roaming agreements. The single contact point of the hub will enable operators to maintain the multilateral and shared roaming agreements streamlining the procedure.
PROTEI Roaming Gateway is universal platform targeted to several categories of potential customers:
- Mobile Operators can optimize their cooperation on the level of alliances using Steering of Roaming concept according to IR-73 document
- Roaming providers can efficiently deploy wide range of signaling traffic processing services using this platform. Successful trial of PROTEI Roaming Gateway as Roaming Hub will significantly enhance the benefits of the roaming services deployment on the base of this platform for this category of customers.
- Challenges faced by MVNOs and small operators can also be efficiently resolved (roaming geography expansion when working via roaming brokers).

15.12.06ARCTEL launches PROTEI platform
The first stage of ARCTEL´s project to create the most advanced communications network in Russia was completed in December 2006 with the installation of the PROTEI Intelligent Services platform. Specialists from both companies worked together to develop and deploy the ambitious project.
ARCTEL is one of the leading telecommunications providers on the Moscow City and Moscow Region market, and is successfully expanding into other regions of the Russian Federation. To ensure successful development and to provide a wider range of services across the country, ARCTEL management decided to install a new service platform that would provide clients with access to a whole array of services from any city via a single calling card.
The best solution was tendered by Petersburg developer PROTEI. The tendered system´s distributed architecture, roaming support for calling cards, wide range of intelligent (including some non-standard) services plus the solid reputation of PROTEI itself as a reliable and forward-looking partner made it a clear -cut choice.
A key feature of PROTEI´s solution is its distributed architecture, with a central node in Moscow and regional stations throughout all the major cities of the country. In the long-term, using such a structure will enable ARCTEL to provide a very wide range of intelligent services across the whole of the Federation. The first stage of the project involved deploying the PROTEI platform in Moscow simultaneously with equipment in Khabarovsk, Krasnodar, Samara, Ekaterinburg and Saint Petersburg.
The list of services available to ARCTEL clients now includes service calling cards, Logic Line services (VPN, PRM, FRH), voice mail, automated information services, balance information, prepay cards and call center services. In addition, PROTEI engineers created an array of unique services specially for ARCTEL. Such a wide service offering will enable ARCTEL to reinforce its position on the communications market and lay down a formidable base for future expansion.
Carrying out such a large-scale project has further added to PROTEI engineers´ experience in creating intelligent network projects. A similar project was successfully launched by PROTEI in August 2004 - a distributed intelligent platform for Kyrgyztelecom.
Both PROTEI and ARCTEL were thoroughly satisfied with the results of their joint efforts and plan to continue their cooperation in the coming year with a project to cover the remaining regions of Russia with an intelligent network.
PROTEI solutions are in hot demand among both mobile and fixed-line operators as versatile, reliable and highly profitable systems. Since the first deployment in 1999, more than 30 operators in Russia, the CIS and abroad have chosen the PROTEI Intelligent platform as a base to provide their services.
30.11.2006New PROTEI installations for TT Mobile
Leading Tadjikistan GSM operator TT Mobile, a daughter company of MegaFon, has launched two new solutions from PROTEI: CAMEL Gateway and Missed Call Notification (MCN).
PROTEI CAMEL Gateway is the key element in a convergent billing platform installed in the TT Mobile network by PROTEI and partner company Peter Service.
With the introduction of convergent billing, TT Mobile has entered a new era of network services. All calls and SMS can now be billed in real time. In future, the boundary between prepaid and postpaid subscribers can be wholly removed and the range of services billed under the CAMEL Gateway system can be expanded.
The CAMEL Gateway system can be used for billing GPRS sessions and other data transfer services. It can also operate as a fully functional SCP: a platform for providing various additional services such as Virtual Number and Virtual Private Network.
PROTEI CAMEL Gateway is a field-proven solution notable for its outstanding reliability, highly flexible configuration and broad functionality. PROTEI CAMEL Gateway is already used by many operators in convergent billing platforms in Russia and abroad. In MegaFon´s Moscow and Central networks alone, it serves over 5.5 million subscribers.
Horizontal scaling ensures reliability and allows the system to be easily expanded to match the growth of TT Mobile´s network.
Missed Call Notification is already used in all MegaFon networks, and has come to be something of a trademark for the company. The system informs subscribers of missed calls - a service which has proven extremely popular.
MegaFon Tadjikistan is upholding the company tradition, which not only provides a useful service for subscribers but also makes good business sense: more than 10% of subscribers return missed calls on receipt of MCN notification, increasing the number of outgoing calls from the network.
TT Mobile (trading as MLT) is one of Tadjikistan´s foremost market players in terms of network coverage and the range of services offered. Many of the services are provided using PROTEI equipment. The new CAMEL Gateway and Who Called systems complement a range of existing PROTEI installations, including SMS Center, Call Center, Voice Mail and several others.
18.10.06New ISO certification for PROTEI
PROTEI has received new quality and ecological management certification to standards GOST R ISO 9001-2001 and ISO 14001:2004 respectively. The certification process was carried out by InfoCert on the basis of voluntary integrated management certification.
Certificates ROSS RU.FK07.K00003 and ROSS RU.FK07.K00004 are effective from October 18 2006, covering the areas of design, development, production, repair and service of telecommunications and measuring equipment.
Our new international certification will come as no surprise to our clients, who have long known the irreproachable quality of PROTEI products and management systems.
09.10.06PROTEI Supplies Novosibirsk Emergency Services Call Center
NOVOSIBIRSK, Russia - PROTEI has installed a system for the 112 emergency services. Three years ago PROTEI Call Center was installed in Novosibirsk for the police emergency services, '02'. Now it has been upgraded to cover the entire emergency network - police, ambulance, fire and gas services.
The new system has a unique functionality for Russia: the emergency call center operator can see detailed information about the location of the caller and the immediate surroundings. The system upgrade was carried out as a team effort between Megafon Novosibirsk (mobile operator), PROTEI (LBSE system and Call Center provider), Novosibirsk Geodesic Academy (GIS developer) and Areopag-Center .
28.08.06PROTEI installation in Pakistan
PAKISTAN - Mobile operator DIALLOG has installed IVR, Voice Mail and PRBT systems developed by PROTEI. Flexible configuration, broad installation experience, an English-language online interface and the capacity for remote administration and maintenance were decisive factors in choosing PROTEI equipment.
The PRBT system was the first such installation for Petersburg-based PROTEI, and has proven the system´s capabilities in a real network environment. Delivery and installation was carried out by PROTEI experts together with Estonian company Bamboo Group, which facilitated coordination and provided support throughout the process. All parties are satisfied with the results of the project and look forward to future cooperation.
03.07.2006New PROTEI signalling converter
PROTEI has completed development of a new signalling converter using the R2 protocol. The new device converts such protocols as R2->PRI, R2->SS7, R2->R1.5 and R2->SIP.
